LEAGUE MISSION STATEMENT
The Omaha Men's Senior Baseball League (OMSBL) is a private organization with the intent of providing its members the opportunity to play baseball in a safe yet competitive environment. Adult attitudes must always prevail, no matter how competitive any team is. The responsibility that this ethic continues will be that of the League Executive Committee, managers, and member players. Anyone who violates the League's Code of Conduct can be suspended or expelled from the League by order of the Executive Committee.
1.00 ADMINISTRATION AND ORGANIZATION
1.01 EXECUTIVE COMMITTEE
Commissioner:
The Commissioner’s position is an appointed seat that will be filled when there is a vacancy, and will be approved by both the Executive Committee and the leadership of the National MSBL Parent Organization. The term of office for the League Commissioner is two (2) years. If the member is unopposed he will simply retain his seat.

• Creates and proposes the League annual budget to include all fees and expenditures
• Supervises League registration process on both the National and local level
• Represents the League’s interests at quarterly managers’ meetings
• Receives and places all protests and appeals on the monthly Executive Comm. Agenda
• Develop the League playing schedule
• Coordinates the scheduling of League Umpires
• Administers and Co-signs all expenditures under $250.00
• Purchases all League equipment and supplies
• Maintains an inventory of equipment and supplies
• Supervises any formal team/individual media/advertising program endorsed by the League
• Presides over the monthly Executive Committee meetings and reports minutes to League managers
• Votes in the event of a tie among the voting Executive Committee members.
The League Commissioner will receive a yearly salary of $1,000.00, for the management of the baseball operations. The League’s Executive Committee has the discretion to pay the Commissioner in one lump sum payment, or two separate payments of $500.00 each. The first payment of $500.00 will be made at the regularly scheduled OMSBL Board meeting held in March of the applicable year of play. The second payment of $500.00 will be made at the regularly scheduled OMSBL Board meeting held in August of the applicable year of play. These payments may be increased, reduced, withheld, or eliminated, if the League Executive Committee determines the Commissioner's performance to be unsatisfactory during the applicable year of play. The payment amount is also contingent upon League profitability.
Secretary:
The Treasurer is appointed by the League Commissioner. The Secretary manages all of the League’s records, files, and player details. It is imperative that the Secretary be prompt, organized, and efficient by keeping up to date and orderly League, team and player records. The Secretary’s League record file should include the following: League by-laws, rules, and regulations, League rosters, minutes of all Executive Committee meetings, list of Executive Committee and team managers, lists of current and past players, complete set of printed material and League literature. The Secretary’s position will receive a yearly salary of $400.00. The Secretary’s position is a non-voting staff seat that serves at the will of the League Commissioner.
Treasurer:
The Treasurer is appointed by the League Commissioner. The Treasurer is responsible for all League’s accounts and transactions, both incoming and outgoing. He is charged with keeping accurate records to ensure legal compliance. The Treasurer is responsible for keeping accurate banking books that will enable him to give a full financial reports at each monthly Executive Committee meeting and/or whenever requested. The Treasurer should do his best to see that everything is done meticulously, so that there are no doubts about transparency. It should be noted that the Treasurer’s records would always be open to inspection by the League’s officers and team managers whenever requested. Finally, the Treasurer will be responsible for filing the appropriate income tax information to the Internal Revenue Service on a yearly basis, and maintain the appropriate records to comply with the League’s 501C7 tax status. The Treasurer’s position will receive a yearly salary of $400.00. The Treasurer’s position is a non-voting staff seat that serves at the will of the League Commissioner.

Committee members will assist the League Commissioner with the operation of its sports program. The Committee member position is appointed by the League Commissioner and voted on by the current committee members. The Committee members will be expected to assist the League Commissioner with the administration of baseball operations, and carry out the philosophy of the League. The Committee member’s duties will include, but not be limited to making recommendations to the Commissioner regarding: a working budget, setting League fees, representing the League’s interests at managers’ meetings, League expenditures, supervising League disciplinary and appeal meetings, supervising League sub-committees, supervising the purchase of League equipment and supplies if applicable, supervising and administering any formal team/individual media/advertising program endorsed by the League and acting as League Commissioner when the elected Commissioner is unavailable. The Committee member seat is a non-paid voting position.

1.03 ANNUAL TEAM FEES
Each division will be assessed team fees annually. The annual teams fees will be determined by division based on all the variables required to support each division and team. These variables include, but are not limited to umpire fees, field fees, ball purchase, lights fees, restroom usage, field maintenance, and other misc. charges. It will always be the goal of the Executive Committee to keep the team fees as low as absolutely possible. The final annual team fee amounts will be communicated to each team manager prior to the first manager’s meeting of the year.
Scheduling Reservation Deposit: Each team must provide a $250.00 scheduling deposit to the Treasurer no later than February 15th of the season year to secure a team spot on the upcoming season schedule. Fall Division is July 15.
Final Team Fee Payments: Final team fee payment is due no later than April 1. Failure to pay by the required deadlines may result in removal from the League or the assessment of a $100.00 late fee by the Executive Committee. Fall Division is August 15.
Failure to Field: Managers unable to field a team after previously submitting the $250.00 team deposit shall have until April 1 to notify the League in order to receive a refund. After April 1, no refund shall be granted and the entire deposit shall be considered forfeited at the discretion of the Executive Committee.
Forfeit Deposit: Prior to their first game all teams must provide $200.00 forfeiture deposit. The forfeit deposit will be held by the Treasurer during the season of play, and will be destroyed or returned to the team manager at the end of the season. This fee is required due to the umpire fees that are incurred by the league when a forfeit occurs. The following forfeit rules apply:
• 1st forfeit - Forfeit fee shall be surrendered to the League.
• 2nd forfeit - League pays umpire fees from budgeted funds.
• 3rd forfeit - League pays umpire fees from budgeted funds, and the team shall be automatically subject to sanctions to include expulsion from the League pending a review by the Executive Committee.
1.04 MEETINGS AND COMMUNICATION
Executive Meetings: The Executive Committee will meet monthly if there are pertinent agenda items to discuss and take action on. Meetings may occur in person or in a remote fashion if necessary. Executive Committee meeting minutes will be distributed to team managers via email within a week of each meeting.
Team Manager Meetings: The Executive Committee will host quarterly manager’s meetings (March, June, September, December) to distribute League information, equipment, and discuss League matters . Any League issues or concerns brought by the managers will be placed on the Executive Committee meeting agenda for discussion and possible action.
Communications: The Executive Committee will use email as it’s official form of communication to team managers. Manager’s are expected to pass all player related information to their players on their rosters. Manager’s are the official team representative and all player communication is expected to funnel through the manager to the executive committee. Individual players should not contact the Executive Committee Members directly. Latino league player shall communicate through their league liaison(s).
League Social Media: The League does host a website and Twitter account and both will be updated as needed for static information regarding the League, but these are not reliable, consistent, or official channels for League communication.
1.05 REQUIRED FORMS, FEES AND ROSTERS
The Executive Committee will provide each team with the Official OMSBL Player Forms and Team Roster Forms. Only these forms will be recognized as the Official League Documents.
Player Eligibility Waiver Forms: All players participating in an OMSBL sanctioned game must have a completed and signed waiver/contract form on file with the League prior to playing in any League sanctioned game. Any team using a non-contract player during a League sanctioned game will forfeit that game.
Team Rosters: Each League team must provide a complete team roster before their first League sanctioned game. Final team rosters must have no less than 12 players. At a minimum, all team rosters must contain each player’s first name, last name, date of birth, and contact number.
Final Rosters: Team rosters are final and may not be changed after July 1st of a given season of play unless approved by the Executive Committee. Addition are typically only approved for the following reasons:
• Players are lost to injury
• A rostered player voluntarily leaves or moves for the remainder of the season
Roster Transparency: The Executive Committee will provide electronic copies of each team’s roster to each manager in the League. Manager’s are encouraged to print and maintain copies of each team’s roster in their team dugout.
Player Adds, Drops, Transfers:
1. New Players: Each year the OMSBL will compile a waiting list of prospective players. Teams needing players should contact the League Commissioner to obtain player names and contact numbers, which will be provided on a first come, first served basis. The League Commissioner shall control the assignment to teams of all new players who have contacted the League in response to advertising or who have been referred to the League by any means. A player who has not played in any League game in either the current or the previous year shall be regarded as a new player. A new player acquired by a team through that team’s own recruiting efforts shall be subject to the control of the team and not the League.
2. Team Dissolution: In the event a team disbands during the season, the manager shall notify the Executive Committee. Prorated team refunds may be made at the discretion of the Executive Committee.
3. Player Removal: In the event a player quits a team, is asked to leave a team, becomes injured or suspended from play during the season, all player fees will be forfeited. Note: The League does not assess individual player fees, only team fees. The Team manager will determine if the Team has funds to grant a refund.
4. Player Transfer: In the event a player wishes to leave his existing team during the season of play and forms a new team, he may do so. No other player can be taken from the existing team without the consent of the existing team's manager. No other players may be taken from any other team without the respective team manager's approval.
5. Dual Division Players: Any player may play across divisions as long as he meets all other eligibility requirements.
6. Professional Players: A former professional baseball player who wishes to participate in the OMSBL may do so after he has been out of his pro-contract for a period of three (3) years. A professional baseball player is defined as a player who was paid by any major and minor League of baseball.

2.02 PLAYER ELIGIBILITY
22+ Division Age Requirements: All players must be 22 years of age by April 1 of the year of play. Pitchers must be 30 years old by April 1 of the given year of play. No current college rostered players are eligible to play in the OMSBL. All team’s rosters must have an average age of at least 30 years of age to be eligible for play. An opposing manager may at any time request evidence of a player’s age.
50+ Division Age Requirements: All players must be 50 years of age by April 1 of the year of play. All 50+ players may pitch.
Latino Open Division Age Requirements: The Latino League is a fully open division with no age or pitching limitations.
National Tournament Eligibility: Only OMSBL players are eligible for MSBL sanctioned regional and national tournaments. Determination of eligibility to participate in MSBL regional and national tournament competition will be based solely on the decision of the MSBL National Tournament Rules Committee. In general, no player will be allowed to participate in a regional or national tournament unless the player has participated in at least 50% of his regular season MSBL games.
2.03 UNIFORMS, HELMETS AND BASEBALLS
Uniforms: All players must have a full baseball uniform consisting of a cap, a sleeved, tucked-in, numbered jersey, and baseball pants. Each player's uniform must be of similar design to his teammate’s uniforms on the field. Teams having sponsorship will be allowed the sponsor's name on their uniforms via patch or uniform shirt. Turf, Molded, and Metal Spikes are permitted.
Protective Equipment: All batters, runners must wear protective helmets with at least one earflap facing the pitcher (at bat). Full double ear flap helmets are encouraged for batters, runners. Catchers must wear full protective gear to include a helmet. There are no exceptions to these rules.
Baseballs: All baseballs used in League sanctioned games are subject to approval of the Executive Committee. The League will provide each team four (4) dozen high quality baseballs. Each team should bring a minimum of two new baseballs to each game.
Division Bat Rules: Each team is responsible for providing their own bats. The penalty for using an illegal bat will be an out for the violating player or possible forfeit if discovered after the fact.

Game Length and Mercy Rules: All games, unless otherwise pre-determined, shall be seven (7) innings in length or a two (2) hour and 15 min. time limit. No new inning will begin after this time limit has been reached. However, any inning already under way will be played to completion. If there is a 10-run difference in the game at the end of 5 innings and 8 run rule after 6 innings unless agreed to continue play by both team managers. This rule will not pertain to national and regional play.
Weather Cancellations: In the event of rain, it is the responsibility of the League Commissioner or designee to notify the umpire liaison(s) of field conditions and cancellation of a game at least 2 hours before the scheduled game time. Games cancelled due to weather will be made up on scheduled rain dates or as arranged by the League Commissioner and the team managers. All make-up games must be agreed upon by both managers, and the League Commissioner must be notified. Tie games can be played to completion at a later date, again with the agreement of both team managers and the League Commissioner, as additional League costs for field rental and umpires must be paid. Every effort will be made to get the games in, however player safety will take precedent.
Umpire Discretion: Umpires have the discretion to end a game due to darkness and/or adverse weather conditions. In those cases, a complete game will consist of 5 completed innings. All League playoff games must be played to completion. The umpire may suspend, cancel or call a game if in their opinion, the safety of the players is compromised. In the event of a tie after 7 innings of play (time permitting), teams will be allowed to complete one (1) additional inning to decide the victor of the game. If a tie still exists, the game will end in a tie.
2.05 LINE-UPS AND SUBSTITUTIONS
A team manager may bat as many players as he desires, with a minimum of 10 (subject to the number of players available if less than 10). Batters cannot be deleted or skipped over, regardless of their batting position or when they were added during the game. If a team only has nine (9) players, the opposing team may also choose to bat only nine (9) as well. Teams having more than nine (9) players, but only batting nine (9) will be charged with an out each time the tenth position is skipped. (Batting only nine (9) players in this instance is not a protestable offense.)
Last names must be used in the scorebook to allow for player identification for follow-up inquiries that relate to playoff and national tournament participation minimum play requirements. The home team scorebook is the official record of the game.
A manager may add batters to the bottom of the lineup at any time, but if a batter is pinch hit or run for (except under courtesy runners, the player may not re-enter the game as a hitter, but may remain in the game as a fielder or pitcher. Each team has a hitting and a defensive lineup that are independent of each other. Players may play in either lineup or both.
a. A team may declare at the time line-ups are exchanged prior to the start of play that two players (A/B), who would alternate at bats, can occupy any batting order position. Once a team declares the use of this A/B system, it must continue throughout the remainder of the game. Hitters in the A/B positions may be pinch hit for as any other batter.
b. All teams must announce all offensive additions, substitutions and/or changes to the home plate umpire AND opposing team manager or scorekeeper. Only after this has been accomplished will the added player be deemed a legal substitution. If a team fails to announce an offensive addition/change, the player will be called “out” as soon as he occupies the batter’s box. The line-up will then revert to its previous state prior to the player entering the game. Although the above player was called out, he may still enter the game in the appropriate manner after the batting cycle reaches his position in the rotation.
If a player is forced to leave a game due to injury or commitment, or if a player is ejected from a game, a reserve player, not previously entered into the game as a hitter, must hit in the batter's place. If no reserve is present, that spot is skipped and all batters move up accordingly. The first time that vacated position comes up in the batting order, an out will be assessed. Each time after there will be no penalty for the vacant position.
A team must have seven (7) players for an official game and may borrow a player from an opposing team or other League team with the opposing manager's consent. If the team's 8th player arrives after the start of the game, the borrowed player reverts back to his team.
In the event a team has fewer than seven (7) players, a forfeit shall automatically be declared and a win awarded to the opposing team. Forfeit time shall be the regularly scheduled game time plus 15 minutes.
All players may be substituted for defensively at any time, without affecting the player's offensive status in the lineup. If the pitcher is removed, he may re-enter to pitch only one time during the course of the game, but not in the same inning. The removed pitcher may play any other position or no position at all.
2.06 COURTESY RUNNERS
Players who need courtesy runners must have their manager notify the opposing manager before game time. If not so notified, the opposing manager may subsequently deny the request. Each team will be allowed the maximum of two (2) courtesy runners per game. The player to make the last batted out must be the courtesy runner, and must replace the player on base within 30 seconds after the umpire calls time-out. If the change does not take place within 30 seconds, the existing player must stay on base and lose his courtesy runner for the remainder of the game.
Once the game begins and the full complement of two (2) courtesy runners have not been used, only by obvious injury can an additional courtesy runner be used. In the event a player becomes injured during the game and the maximum number of courtesy runners two (2) have already been designated, a pinch runner must be used and no courtesy runner will be allowed. If a batter (designated as needing a courtesy runner) opts to run, or forgets to get a courtesy runner and subsequently runs, he will lose his courtesy runner for the remaining portion of the game.
In an effort to expedite play, teams may use “additional” courtesy runner(s) for the pitcher and/or catcher at any time during the game. This option must be declared and exercised from the beginning of the game and the player making the last batted out must be the courtesy runner.
2.07 PITCHERS
No pitcher while in the act of pitching is allowed to wear white or gray sleeves, a batting glove or any color of wristband.
There is no regulation as to how many innings a pitcher may pitch in a season, week, or game.
If a pitcher hits four (4) batters in any one game, that pitcher must be removed upon the fourth hit batsman. If in the judgment of the umpire the pitcher intentionally hit a batter, that pitcher may be removed from the game, and a minimum three (3) game suspension shall follow the game in which the event occurred. If the batter was intentionally hit in the head, neck or shoulder area, the suspension shall be for the remainder of the League season and the post-season tournament. Further, suspensions of this nature shall be reviewed by the League Commissioner and Executive Committee, which may impose a shorter suspension, not less than the three (3) games.
2.08 COLLISION, SLIDE AND INTERFERENCE RULES
Collision Rule: The intent of this rule is to encourage base runners and defensive players to avoid collisions whenever possible. When there is a collision between a runner and a fielder who is clearly in possession of the ball, the umpire shall judge whether the collision by the runner was avoidable (could the runner have reached the base without colliding), or unavoidable (the runner’s path to the base was blocked), or whether the runner was actually attempting to reach the base (plate) or attempting to dislodge the ball from the fielder.
1. If the runner, (a) could have avoided the collision and reached the base, or (b) attempted to dislodge the ball, the runner is declared out even if the fielder loses possession of the ball. The ball is also considered dead, and all base runners must return to the last base touched at the time of the interference.
2. If the fielder blocks the path of the base runner to the base (plate), the runner may make contact or slide into a fielder, as long as the runner is trying to make a legitimate attempt to reach the base (plate).
3. If the collision by the runner was flagrant, the runner shall be declared out and also ejected from the contest. The ball shall be declared dead.
4. If the defensive player blocks the base (plate) or base line clearly without possession of the ball, obstruction shall be called. The runner is safe and an immediate dead ball shall be called.
5. If the base runner collides flagrantly, the runner shall be declared safe on the obstruction, but will still be ejected from the contest. The ball is declared dead.
Force-Play-Slide & Interference Rule: The intent of the force-play-slide rule is to insure the safety of the defensive player. This is a safety as well as an interference rule. Whether the defense could have completed the double play has no bearing on the applicability of this rule. This rule pertains to a force-play situation at any base, regardless of the number of outs. On any force play, the runner must slide on the ground (leg first or head first) in a direct line (straight slide not angled) between the two bases. Exception – A runner need not slide directly into a base as long as runner slides or runs in a direction away from the fielder to avoid making contact or altering the play of the fielder; and/or the runner goes into a base standing and does not make contact or alter the play of the defensive player, interference shall NOT be called.
Contact with a fielder is legal and interference shall NOT be called if the runner makes a legal slide directly into the base (leading leg lower than the defender’s knee), and the fielder is on or over the base making the play directly down the line between the bases. Interference will NOT be called if the runner slides beyond the base, but does not make contact with the fielder or alter his play. Interference WILL be called if the runner leaves the baseline running toward the defender; uses a rolling, cross-body or pop-up slide contacting the defender or altering the defender’s play and/or slashes or kicks the defender in either leg. The illegal actions by the runner listed above are not dependent upon the fielder actually making the throw to complete the play.
The penalty for interference is as follows: If there is less than two outs, the batter-runner and the interfering runner will be called out, and no other runner(s) can advance. If there are two outs, the interfering runner will be called out, and no other runner(s) can advance. If the bases are loaded and no outs, and a double play is attempted, and interference is called, all other runners must return to their original bases. Further, if the interfering runner’s slide is flagrant, that runner will be ejected from the contest.
Decoy Rule: Any fielder may use a decoy only if it serves a strategic purpose. An example would be a fielder who sees a runner attempting to steal second base during a “hit and run”, looks up to the sky and says he has the pop-up, when in fact the ball was hit on the ground. This is a legal decoy as it may cause the runner to retreat to first base and prevent him from advancing. However, if a fielder “fakes” a tag forcing the runner to slide, when there is no strategic purpose or apparent play, the runner will be ruled safe, and all runners will advance one base.
2.09 SPORTSMANSHIP
Managers and players shall conduct themselves in a sportsmanlike manner at all times. No manager or player shall commit the following acts. Players and managers guilty of such conduct shall be immediately suspended from further participation in the game and shall remain suspended until his conduct is reviewed by the League Commissioner and Executive Committee. Players and managers guilty of such conduct shall be subject to suspension for the remainder of the season and/or expulsion from the League for life.
Drugs and Alcohol: There will be alcoholic beverages or drugs permitted at the field before, during or after the game. The “field” refers to the general playing area and ancillary areas.
Physical Contact, Aggression, and Fighting: Fighting among players or aggressive physical contact with an umpire will not be tolerated.
Verbal Abuse: Any players guilty of verbally attacking any player, manager, official/umpire or spectator, before, during or after a game.
Refusal to Abide by an Official’s Decision: Players are expected to abide by all official rulings and judgements by umpires and League officials.
Field Care/Maintenance: All teams shall clean the dugouts and surrounding field areas after play (Leave it better than you found it). If tarps and field maintenance is required, both teams shall assist.
2.10 SUSPENSIONS, EXPULSIONS, PROTESTS, AND APPEALS
League and Umpire Discretion: Umpires have the sole discretion to expel any player or manager from any League sanctioned game. The Executive Committee has the right to suspend or expel any team member or manager who abuses League rules, does not exhibit a sense of sportsmanship, or who plays without regard for the safety of the umpires and other players. The Executive Committee may by vote suspend any player or manager for such period and upon such terms as it may propose, for the conduct which in its opinion is prejudicial to the welfare, interest, reputation, or charter of the League.
Ejection + 1: Any player or manager ejected from a game under any of the circumstances previously cited shall be automatically suspended for one (1) additional game. This suspension will be enforced in the next game played by the player or manager's team. Any suspension above and beyond this one (1) game will be decided by the League Commissioner and Executive Committee.
Protests: All formal protests and appeals must be announced and submitted immediately to the umpire during the game. All post game protest decisions must be lodged in writing by the team manager to the League Commissioner and Executive Committee within 24 hours after the conclusion of the game for which the protest is made. All protests must be accompanied with a $100 deposit. If the protest is upheld, the deposit will be returned to the manager. The League Executive Committee shall adjudicate all such protests and render a decision in writing to the manager.
Appeal Procedures: An appeal of any action or ruling may be filed with the Executive Committee by an individual player or team manager provided the appeal is formally submitted in writing within ten (10) days after adjudication by the Executive Committee. If there are Executive Committee members who are teammates or are associated with the infraction/ruling, they must abstain from vote. All rulings on appeals are final and not subject to further appeal with the League. If the Executive Committee is unable to fulfil it’s duty on an appeal they will seek a ruling from the National MSBL office.
